The spindle is usually inserted from the backside through a front wheel seal, and is secured with a nut on the outside to hold the hub and wheel in place on the spindle.
If you raise the front wheels of your golf cart and spin each wheel individually, you can often detect bad bearings. A good and properly greaed front wheel bearing should be almost silent. If there is much noise at all, especially grinding of metal on metal, you may want to open the hub and examine the issue.
